An 18-year-old French man, reportedly tied to misogynistic "incel" (involuntary celibate) movement, has been arrested and placed under formal investigation for allegedly plotting attacks against women, according to France's National Anti-Terrorist Prosecutor's Office (PNAT) on Wednesday.?
