Malaria Consortium Nigeria is committed to tackling the large number of malaria cases and deaths in the country. Working in partnership with the Ministry of Health and other partners, we lead and support three major malaria control initiatives in the country: Support to the National Malaria Control Programme (SuNMaP); NetWorks and MAPS. Our areas of focus include:
Technical support for malaria control
Capacity building, harmonisation and training of health workers
Heath systems strengthening
Behaviour Change Communications and community outreach activities
Operational research, policy and advocacyPurpose of the Assignment


The purpose of this term of reference (TOR) is to support the generation of easy to access high-level malaria technical resources for senior level government stakeholders.
This is to equip them with concise technical information and data for effective malaria related management, engagements and decision-making.


Objectives


To assess the capacity needs of senior-level government stakeholders with respect to malaria control and programming.
To develop modules that would aid the understanding of senior-level government stakeholders of key malaria interventions and concepts including effective case management, vector control, chemoprevention, M&E, advocacy, communication and social mobilization, programme management, surveillance and use of data for decision making.
To build capacity of senior-level government officials on leadership and other soft skills e.g. mentorship, and empower them to serve as mentors and change agents with respect to malaria control in their respective states


Scope of the Assignment


This technical assistance will involve the development of malaria-related high-level simplified technical resources following and quick capacity needs assessment.
These resources will include training curriculum, simplified modules on key malaria control thematic areas (case management, vector control, chemoprevention, M&E, advocacy, communication and social mobilization for malaria control etc) and a training plan - which will be used in training senior-level government stakeholders.
The TA will also support the orientation of strategic senior-level government stakeholders (Commissioners of Health, Permanent Secretaries, Executive Secretaries, Director-Generals etc) across 19 Malaria Consortium supported states on the malaria-related high-level technical resources.
In addition, the TA will support in the identification of selected senior-level government stakeholders that could serve as trainers in subsequent trainings.


Specific tasks:


The development of high-level technical resources (training curriculum, simplified modules on malaria key thematic areas and training plan) will be led by a Regional Consultant and supported by a National Consultant (Graphic Design/Presentation). The training/orientation exercise will be led by the Regional Consultant.


National Consultant – Graphic Design & Presentation:
Specific Tasks:


Develop concepts, graphics and layouts, including making decisions about fonts, images, readability and readers’ needs in collaboration with the content writer and implementation team.
Determining size and arrangement of copy and illustrative material, as well as font style and size.
Preparing rough drafts of training material based on an agreed brief
Work with Regional consultant to finalize the graphic contents of training manual and other materials.


Deliverables:


Graphic or visual presentation of the technical modules
Revise and refine the content of the technical modules after receiving feedback
Consultancy report


Qualifications and Experience


Masters’ degree or equivalent experience in Graphic Design, Visual Arts, or related field is required.
Have at least 10 years’ proven experience as a Graphic Designer, preferably in a fast-paced environment.
Proficient in industry-standard design software (Adobe Creative Suite, Sketch, etc.).
Strong portfolio showcasing a diverse range of design projects.
Demonstrate extensive experience of working with Ministries of Health, SMEP, SPHCDA and/or other government sectors and partners;
Excellent knowledge of malaria prevention and control in endemic settings and National malaria elimination strategies.
Ability to work under tight deadlines and adapt to changing priorities.
Excellent IT skills, especially with design and photo-editing software.
Exceptional creativity and innovation.
Excellent time management and organizational skills.
Accuracy and attention to detail.
Self-motivated, team player but also able to work independently.
Meets tight deadlines and able to work under pressure.
